Erwin Tulfo on De Lima's anti-EJK bill: "What a stupid bill. She wants cops to announce their arrival to warn suspects of their arrest"

Senator Leila De Lima on Tuesday filed a bill about extrajudicial killings to provide a penalty of life imprisonment without the benefit of parole to the law enforcers failed to notify the arresting suspects amid the spate of killings.

This bill called Senate Bill 1197 or the "Anti-Extrajudicial Killing Act of 2016". 

It orders that the police will issue a warning announced through a megaphone before conducting operations such as raid, arrest, and search.

It also included to the bill that firing a warning shot is prohibited.

In the bill, the extrajudicial killings define as "unlawful, and deliberate killing of targeted individuals or groups thereof, carried out by agents of the State and under its order or acquiescence in lieu of arrest, investigation, and prosecution. Extrajudicial killing includes summary killing perpetrated by private individuals for purposes of carrying out on their own or in the context of vigilantism, a campaign or policy of the State.”

The bill said that the police will only use 
non-lethal weapons even if the suspects resist.

"Use of force when employed shall be proportionate, and shall be allowed only when there is clear and convincing attempt to evade arrest. Alternative non-lethal incapacitating weapons."

Also, the bill said that the Commission on Human Rights (CHR) has the authority to investigate the cases of extrajudicial killings.
Those public officials who will fail to do actions against those suspects involved in extrajudicial killings will also be administratively liable.

De Lima was praised by those people who are against in the drug on war of the president.

Meanwhile, netizens slammed De Lima's bill for they think it is useless.

Erwin Tulfo commented and criticized De Lima's proposed bill.

"Delima files bill anti-EJK. She wants cops to announce their arrival to warn suspects of their arrest. What a stupid bill. Tsk, tsk,tsk."

Atty. Ferdinand Topacio, on the other hand, responded to Tulfo's post, he said: "from a stupid Senator."
