Duterte sees Roxas’ police patrol jeeps as product of flawed bidding system and corruption

In President Rodrigo Duterte's speech in AFP Medical Center on Tuesday, he said that the purchased of the Philippine National Police of 1,470 Mahindra 4×2 patrol cars for P1.317 billion was a flawed of competitive bidding concept of the government.

“Kagaya ‘nung mga jeep ng pulis. Tingnan mo ‘yung binili nila — wala na. Sabi ko, ‘huwag mo akong bigyan ng’ Ako, ang pulis ko doon, Isuzu and it would last for about three to five years. Huwag lang ibunggo,” said Duterte.

According to the report, the jeeps were supplied by Kia Motors owned by Palawan Gov. Pepito Alvarez during the term of then Interior Secretary Mar Roxas.

Duterte guaranteed zero defilement and zero postponements by getting rid of the required bidding in government obtainment.

“Mag-aaway tayo diyan kasi ‘yung lowest bid is the source of corruption. Pahabulan ng presyo sige bababaan mo ‘yung presyo mo, ‘yung iba nagpapabili ng 100, ipabili ito ng 20, eh ‘di yung bilhin mo sa akin ‘yung made in —[China] alam mo na. Huwag muna ngayon kasi may alitan,” Duterte said.

Duterte said he has effectively educated the Commission on Audit that he would not submit to its rules to pick the most minimal offer cost in barters. 


“Iyang the lowest bid kasi kung may bibilhin ka maski ito lowest bid, ibibigay sayo barat. Kaya lahat ng equipment ninyo, sabi ko sa, ipinaalam ko na sa COA, sabi ko hindi ako susunod diyan…hindi ako ‘yung tao na maniwala diyan sa COA .” said Duterte.

“Mag-bid ang price is about one million o 100 million, iyang highway, tapos mag-lowest bid ka. Wala namang truck, wala naman tractor, wala lahat. Mag-bid, ibaba niya, ibabagsak niya ng 20. O, ‘di manalo siya. Ngayon ‘pag magbigay pa rin sa mayor, magkuha pa ang COA, na pati ‘yung barangay captain mag-certify na kumpleto ‘yung isang kilometro, gano’n lang kaiksi. Balewala ‘yan. Sige, imbestiga, imbestiga. Not this time. Hindi talaga. Lahat ng money value ng Pilipino, talagang papasok,” said Duterte.

Duterte did not disclose how he wanted to pick the triumphant bidder but to say that it would be quick and entirely as indicated by the law, for the most part through government to government bargains, and that the ventures or hardware would be top quality.

“Ayaw ko ‘yung matagalan at ayaw ko ‘yung korapsyon. Ang pera na ‘yan gagamitin talaga sa tamang paraan. Wala ‘yang rigging-rigging of bids kasi lahat ng bibilhin ngayon sa gobyerno, tinitingnan ko,” said Duterte.

“Hindi ako basta-basta magbili diyan sa open market. Gusto ko government to government,” Duterte added.
