In a facebook post of former Governor of Cebu Gwendolyn Garcia said they had "spirited exchange of words" with Assistant Regional Director Garbo.
Garcia's post went viral. She shared her conversation with PNP General Garbo right after her suspension order.
Garbo was one of the five generals linked in illegal drug trade.
Garcia said that she asked Garbo that PDEA, AFP, and PNP should joined together to fight against illegal drugs. But Garbo turned down her offer. Garbo responded to her that it's PDEA's mandate.

As former RPOC Chair of Region 7 then, I remember having a spirited exchange of words with then Assistant Regional Director Garbo. I had asked that the PDEA, the AFP and the PNP to join hands in our total all-out war against illegal drugs. Garbo refused. He said it was the PDEA’s mandate, not the PNP’s.
He reminded me of this exchange, that early morning right after the suspension order was served against me. He said then that he was ready to join Magpale (Pnoy’s and the LP’s chosen OIC Governor) and turn the Capitol into a garrison state.
“You’ll have to understand, Ma’am. I’m working for my second star.” He was a one-star general then.After that, Garbo proceeded on his meteoric rise in the PNP ranks. He almost became PNP Chief of Staff. But a dossier on his drug links thwarted his ambitions.
