Incoming Health Sec. Ubial will refile vetoed Nursing bill


According to incoming Health Secretary Paulyn Jean Rosell-Ubial, said that the Duterte administration will refile House Bill 5540 or the Comprehensive Nursing Law in the next Congress after President Benigno Aquino III vetoed the provision increasing the entry-level pay of nurses.

In Ubial interview in Bandila on Friday night, she said “We intend to refile that bill and hopefully, Congress and Senate will support it because we believe that health workers should be given their due compensation.”

Aside for the salary of nurses, Ubial also said they will study it's totality that would affect other health professions.

“Pag-aaralan pa rin natin ‘yung totality how that would affect the other professions but, of course, we also are looking into the PhilHealth reimbursement. Kasi aside from salary, the health workers now get PhilHealth reimbursements. So titingnan natin ‘yung total picture and not just the salary based,” Ubial said.


Early this week, outgoing President Aquino rejected the  Comprehensive Nursing Law to increase the minimum salary of nurses to grade 15 or P25,000.

Aquino stated regarding the vetoed of bill, he said it "will undermine the existing government salary structure and cause wage distortion, not only among medical and health care practitioners but also other professionals in the government service."
